District General Meeting

LONDON SOUTH DISTRICT

Notice is hereby given of the
DISTRICT GENERAL MEETING

To be held on

Saturday 26th November 2011 at 2:00p.m.

At St. Paul’s Methodist Church Hall, Woodfield Road, Northgate, Crawley.
N.B. This is the same venue as for the District Annual General Meeting.

This meeting is for club delegates to instruct the District representatives on how we want them to vote on the motions on the National Agenda which is available here.

In short the motions for consideration are (full wording in the agenda - read the whole thing through and challenge my interpretations!!!):

6. Clubs will be deemed to have resigned from CTT if their annual subscription remains unpaid at 15th November (currently 31st December).

7. Change definition of an Interclub to allow more than 4 clubs to participate.

8. Allow riders to ride for an Armed Forces Team parallel to their first claim club - someone mentioned that the rules currently allow this.

9. Rewrite rules on double entry of events to prevent request of early/late rides to allow it - again, technically I believe the rules already cover this.

10."A competitor must not enter an event more than once with the aim of undertaking multiple rides within the said event." - presumably this is to prevent (or will apply to) riders entering the same event twice, for example once on a TT bike and again on a road bike - as seems to happen in several undersubscribed events in this district.

11. "Every competitor must start with a rear light fitted to the machine in a position visible to following road users and active whilst the machine is in use."

12. Change helmet regulation to encompass all riders in all events - not just Juniors/Youths.

13. "A club is free to choose its prize list but a condition of one ride–one prize, is not permitted."

14. Change regulations on Tandems to allow them to be spread among a field - not sure if this is already allowed, because it has happened.

15. Completely re-write the rules on Course Measurement.

16. Change to National Championship conditions - primarily in respect of maximum number of competitors in the Hill Climb.

17. I think implements a maximum gear restriction on Juniors in GHS Championships.

CTT Affiliation Due

As of 1st of October 2011 the club affiliations to CTT were due, as there have been mixups in recent years where clubs have claimed not to have received the notification that the affiliation is due, here is a gentle reminder.

Cost is £30 for non-sponsored clubs, plus an additional £50 for those that are sponsored.

Contact your District Treasurer to pay - in this case Mike Cross (see handbook or Yellow Book for contact details).

Renewal forms available here: as PDF or Word Document - the Word Document being the most up-to-date form, and one that can be filled in on the computer.

Any clubs not having renewed by 31st December 2011 will be deemed to have resigned from CTT and a further £20 rejoining fee will then be payable in addition to the above fees.

Make sure that your club has renewed in good time, and that you are listed in the 2012 Handbook as being an affiliated club.

National AGM report

CTT NATIONAL COUNCIL MEETING – 5th December 2010

This was my first experience of a CTT AGM and with the heavy snow during the week there was some doubt whether it was going to be possible to get to Leicester. Fortunately there was a thaw on Saturday so the journey was not a problem and only the 3 delegates from South East DC (snowy Kent) failed to attend.

The first news of the weekend was that National Secretary, Phil Heaton, is retiring and will be replaced by Andy Cosgrove from Teesside DC. The Annual Report and Accounts were accepted with very little discussion.

The main part of the day was taken up with discussion on the 19 motions submitted. Of these 5 were from the National Committee and 8 from London West, with their delegate Chris Hart on his feet for much of the day proposing most of them. Without London West I thought that it would have been a short meeting but I am assured that however many motions there are the discussion of them always expands to fill the day.

The longest discussion this year was on the merits of rear lights in events and whether they should be made compulsory. When London South first proposed this several years ago there was little support but we subsequently gained agreement for a recommendation to use a rear light to be put on start sheets and this year there were motions from the National Committee, South West and East districts to make the use of a rear light compulsory in events. The third of these actually had a majority in favour from those voting, but not enough for the two-thirds majority required for a rule change. A better worded motion next year might well get accepted.

The result of the voting on all the motions is shown below. The actual votes on items 15 and 24 were not announced to the meeting but both were lost heavily. The main decisions taken were :-

1. Up to 150 entries can be accepted in open events subject to the approval of the District Committee.

2. The ‘reserve rider scheme’ can be used to accept up to an additional 15 riders instead of 10.

3. In 12 and 24 hour events a circuit of at least 20 miles may be used any number of times.

4. The symbol TAN in the Handbook will mean that a tandem event is run in conjunction with the solo event.

My impression of the meeting was that the same 3 or 4 people spoke on most of the motions and have probably been doing so for many years past. There is also the problem of delegates being mandated on how to vote by their Districts, as a couple of times people spoke in favour of motions only to say that they were mandated to vote against. It could well be that on several of the motions all the discussion on the merits or otherwise of the proposed change was a waste of time because the delegates had already been instructed how to vote. Perhaps an indication of how the delegates have been mandated to vote should be given in advance to see how many free votes are available to be influenced by the points put forward at the meeting.

Overall it was an enjoyable experience, but despite spending a weekend in Leicester I have seen nothing of the City, only the half mile of industrial estate between the M1 and the Marriott Hotel. I understand that the previous venue in Derby was in the City centre which would have been more interesting.

Keith Wilkinson.

District Council AGM Notice

Below is the notice of the annual Distrcit Council Meeting. Sorry it is a little late to put onto the blog. However all Club secretaries would have recieved a copy.

I will still consider any motion changes proposed up until the report and agenda is published. After that I will take AOB for general discussion after the meeting if we have time.
Please can all clubs send at least one representative. You all have up to two votes so please come along and let your voice be heard.

We also have places on the District Committee to be filled. If you have an interest in how the sport is run then this is your chance to get involved. We meet at least five times a year and newcomers will be given a gentle introduction.
If you are unsure then drop me a line

Andy Avis
Chairman

LONDON SOUTH DISTRICT COUNCIL

to be held on
Saturday 2nd October 2010 at 2.00p.m.
at St. Paul’s Methodist Church Rooms, Woodfield road,
Northgate, Crawley, West Sussex
(ample parking for both cycles and vehicles. Directions to venue will be circulated with the Agenda).

Items for the Agenda must be forwarded to the District Secretary by 10th September. If you want to change anything about the way your sport is run, then this is your opportunity. All items submitted will be discussed at the AGM and if accepted by the delegates, these are then forwarded for consideration by all Districts at the National Council Meeting on Sunday 5th December 2010. Please come along on 2rd October to elect your officials and delegates to the National Council, let them have your views and to show support to your District.

There are currently some 70 clubs, trade teams and associations affiliated through the London South District. The quorum for the AGM is one third representation.

There are great pressures on all those who use the public highways, so if you want our sport to continue please ensure you send 2 delegates to the AGM.

If you are no longer the club secretary, please pass this correspondence on immediately and notify the District Secretary (as below) the name of your new official.

2010 District Calendar

Finally the beginnings of the 2010 calendar are available online here.

The spreadsheet is correct and checked to the end of May, then mostly correct but still based on the 2009 Calendar until mid-August after that I lost the plot a bit until it is all checked over, which takes time. I'm working on it...

Tough opposition will come from Endura’s Alex Blain who has had a fantastic ride in the recent Tour of Murcia. The Frenchman is no stranger to the track and is looking forward to riding at Herne Hill.

Mallorcan Toni Tauler, Silver medallist in The Beijing Olympic Madison, returns to stake his claim to the Golden Wheel – he too has unfinished business from last year!

Redhill CC event 21/2/10

From Frank Cubis (Time Keeper)

Redhill CC
... to get to Dorking to time the Redhill CC 18 mile event this morning. However, there were new road works on the course so the organizer had all ready cut 4 miles off the course but then decided to abandon the event entirely due to the likely chance of ice around the Holmbury St Mary area. I didn’t notice too many glum faces at the decision.

New Treasurer

Mike Cross has now taken over from Linda as the District Treasurer, his address is:

27 Springfield Crescent
Horsham
West Sussex
RH12 2PP

He can be emailed on the same address that Linda had as treasurer: treasurer @ lsdc.org.uk (without the spaces in - I'm hoping to limit the spam from typing it here.)

If you haven't already paid your CTT subscription for 2010 it is due now, with an extra £20 due for payments after December 31st 2009.
Not to worry if you haven't had your AGM yet, and expect the officials to change, get the form and payment to him and corrections or an updated form can be emailed to him once they have been settled.

The renewal form can be found here, under "miscellaneous forms".
